The $25k Private Pilot License: Is it the new reality?

I’m seeing PPL quotes in Ontario and BC hitting $20,000–$25,000 once you factor in fuel surcharges and instructor rates. Is anyone still finding 'affordable' training in the Prairies or Atlantic Canada?
