CYHU landing visibility/RVR question

I have a question from my flight to CYHU today. The wx was miserable… reported as 2400RVR for runway 24R. This was above approach ban requirements using a commercial ops spec. However CYHU runways (referencing the CFS) only have 1/2sm runway certification.

I understand you cannot taxi below the runway certification visibility… but could you land and exit the runway legally? (then taxi when rvr was 2600).

The CFS references “RWY CERT” as “meets the requirements for runway and taxi operations.”

Do I have this correct… if a runway is not certified for 1/4sm you cannot do a LVOP taxi or a landing?

The way I read it, we can only get to the blue line if we have both 'approach authorized' and 'aerodrome authorized' as indicated. If both of these are met then 'In all cases - Crew can perform approach and landing'. This is true since if you managed to get to that final box then in all cases you can approach and land (in respect to approach bans and aerodrome level of service).

It would make a lot more sense if they simply removed the red lines that lead you onto the blue.
